The purpose of this notice of funding opportunity (NOFO) is to support a research project that implements an influenza-like illness (ILI)-specific student absentee monitoring system in kindergarten through twelfth grade (K-12) schools and assess its usability for early detection of influenza, SARS-CoV-2, and other respiratory pathogen transmission in schools and surrounding communities. To achieve this aim, the project team will: 1) rapidly determine the causes of school absenteeism in students across selected school district(s) over a three-year period; 2) detect within-household transmission of influenza and SARS-CoV-2 in a subset of households from which a student has been absent from school due to ILI; and 3) assess comparability between influenza-specific and SARS-CoV-2-specific student absenteeism data from the participating schools and multiple layers of complementary influenza and SARS-CoV2 surveillance data routinely collected in the health care facilities serving the general population of this school district.

- Any individual(s) with the skills, knowledge, and resources necessary to carry out the proposed research as the Project Director/Principal Investigator (PD/PI) is invited to work with his/her organization to develop an application for support. Individuals from underrepresented racial and ethnic groups as well as individuals with disabilities are always encouraged to apply for HHS/CDC support.
- As defined in the HHS Grants Policy Statement, (https://www.hhs.gov/sites/default/files/grants/grants/policies-regulations/hhsgps107.pdf), applications received in response to the same Notice of Funding Opportunity generally are scored individually and then ranked with other applications under peer review in their order of relative programmatic, technical, or scientific merit. HHS/CDC will not accept any application in response to this NOFO that is essentially the same as one currently pending initial peer review unless the applicant withdraws the pending application.
Significance: Does the project address an important problem or a critical barrier to progress in the field? If the aims of the project are achieved, how will scientific knowledge, technical capability, and/or clinical practice be improved? How will successful completion of the aims change the concepts, methods, technologies, treatments, services, or preventative interventions that drive this field?
Investigator(s): Are the PD/PIs, collaborators, and other researchers well suited to the project? Have they demonstrated an ongoing record of accomplishments that have advanced their field(s)? If the project is collaborative or multi-PD/PI, do the investigators have complementary and integrated expertise; are their leadership approach, governance and organizational structure appropriate for the project?
- Do the investigators have a successful track record in implementing absenteeism studies with a school district(s)?
- Do the investigators have experience conducting successful collaborations with a K-12 school district administration(s)?
- Do the investigators have experience with successful collaborations with a laboratory to perform RT-PCR on respiratory samples collected from participants and reporting realtime results?
- Do the investigators have experience in producing research results providing high quality outputs contributing to an absenteeism study or studies in the U.S.?
- Do the investigators have experience forming successful collaborations with a state immunization registry or registries?
Innovation: Does the application challenge and seek to shift current research or clinical practice paradigms by utilizing novel theoretical concepts, approaches or methodologies, instrumentation, or interventions? Are the concepts, approaches or methodologies, instrumentation, or interventions novel to one field of research or novel in a broad sense? Is a refinement, improvement, or new application of theoretical concepts, approaches or methodologies, instrumentation, or interventions proposed?
Approach: Are the overall strategy, methodology, and analyses well-reasoned and appropriate to accomplish the specific aims of the project? Are potential problems, alternative strategies, and benchmarks for success presented? If the project is in the early stages of development, will the strategy establish feasibility and will particularly risky aspects be managed? If the project involves clinical research, are there plans for 1) protection of human subjects from research risks, and 2) inclusion of minorities and members of both sexes/genders, as well as the inclusion of children, justified in terms of the scientific goals and research strategy proposed?
- Does the application propose to use evidence-based strategies in the research plan?
- Does the application describe a monitoring system for ongoing surveillance of causespecific school absenteeism in K-12 students in participating school district(s)?
- Does the application describe a laboratory-supported surveillance for medically attended ILI?
- Does the application describe laboratory capacity for near real-time RT-PCR confirmation (e.g., within 2-3 days from sample collection to diagnostic result) for influenza A, B, SARS-CoV-2 and other respiratory pathogens?
Environment: Will the scientific environment in which the work will be done contribute to the probability of success? Are the institutional support, equipment and other physical resources available to the 26 of 43 investigators adequate for the project proposed? Will the project benefit from unique features of the scientific environment, subject populations, or collaborative arrangements?
- Does the application describe collaborations with the school district(s) critical for the proposed study?
- Does the application describe collaboration with a laboratory performing real-time RTPCR for the detection of influenza A, B, other ILI-associated viruses (e.g., common cold related corona viruses), and SARS-CoV-2?
- Does the application describe collaborations with a local health department or local health organization that provides outpatient care and performs laboratory-supported surveillance for medically attended ILI and SARS-CoV-2 infection?
- Does the application describe a monitoring system with data on ILI-associated student absenteeism, including a subset of data that has been etiologically characterized as influenza A, B, or infection with other ILI-associated viruses through RT-PCR testing?
