{"id":26,"date":"2021-01-08T15:48:22","date_gmt":"2021-01-08T15:48:22","guid":{"rendered":"https:\/\/research.uga.edu\/coi\/?page_id=26"},"modified":"2026-04-24T16:00:22","modified_gmt":"2026-04-24T16:00:22","slug":"policy-on-conflicts-of-interest-in-sponsored-programs","status":"publish","type":"page","link":"https:\/\/research.uga.edu\/coi\/policy-on-conflicts-of-interest-in-sponsored-programs\/","title":{"rendered":"Policy on Conflicts of Interest in Sponsored Programs"},"content":{"rendered":"<div class=\"wpb-content-wrapper\">[vc_row][vc_column][vc_column_text css=&#8221;&#8221;]<span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/research.uga.edu\/documents\/conflicts-of-interest\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Policy on Conflicts of Interest in Sponsored Programs<\/span><\/a><span style=\"font-weight: 400;\"> complies with <a href=\"https:\/\/www.ecfr.gov\/current\/title-42\/chapter-I\/subchapter-D\/part-50#subpart-F\">U.S. Department of Health and Human Services (DHHS) regulations<\/a> for all Public Health Services (PHS) units, including the NIH, CDC, FDA, Indian Health Service (IHS), Health Resources and Services Administration (HRSA), and the Agency for Healthcare Research and Quality (AHRQ); the <a href=\"https:\/\/www.nsf.gov\/policies\/pappg\/24-1\/ch-9-recipient-standards#a-conflict-of-interest-policies-28e\">U.S. National Science Foundation (NSF) Conflict of Interest Policy<\/a>; and the <a href=\"https:\/\/www.energy.gov\/sites\/default\/files\/2021-12\/Interim%20COI%20Policy%20FAL2022-02%20to%20SPEs.pdf\">U.S. Department of Energy (DOE) Interim Conflict of Interest Policy<\/a>.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">All UGA investigators must submit a Disclosure of Significant Financial Interests form when required to do so.<\/span><\/i><span style=\"font-weight: 400;\">\u00a0All investigators must comply with\u00a0<\/span><a href=\"https:\/\/research.uga.edu\/documents\/conflicts-of-interest\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Policy on Conflicts of Interest in Sponsored Programs<\/span><\/a><span style=\"font-weight: 400;\">\u00a0and must disclose any activity that might constitute a\u00a0<\/span><b>financial conflict of interest<\/b><span style=\"font-weight: 400;\">.\u00a0 PHS and DOE investigators must submit a Disclosure of Significant Financial Interests, even if to report that they have no related outside activities.<\/span><\/p>\n<p><em>Non-UGA investigators that meet the following:\u00a0 1- the investigator will participate in a proposal submitted by UGA to PHS, NSF, or DOE and 2- the investigator&#8217;s employer does not have a conflict of interest policy that complies with PHS, NSF, and DOE requirements, must complete the<\/em><a href=\"https:\/\/research.uga.edu\/docs\/info\/fcoi\/FCOI.pdf\" target=\"_blank\" rel=\"noopener\"><b> Annual Disclosure of Financial Interests for Non-University of Georgia Investigators.<\/b><\/a><\/p>\n<h2>PHS and DOE Investigator Disclosures<\/h2>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">All PHS and DOE investigators (defined as &#8220;the Project Director or Principal Investigator and any other person, regardless of title or position, who is responsible for the design, conduct, or reporting&#8221; of the research) are covered.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Investigators must file an annual\u00a0<\/span><i><span style=\"font-weight: 400;\">Disclosure of Significant Financial Interests (SFIs)<\/span><\/i><span style=\"font-weight: 400;\"> that is retrospective and prospective, i.e., covering the 12-month period prior to a proposal\u2019s submission and anticipated in the next 12-month period. <strong>A disclosure update is required within 30 days of discovering the presence of an unreported Significant Financial Interest (SFI) or acquiring a new SFI<\/strong>.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The\u00a0<\/span><i><span style=\"font-weight: 400;\">Disclosure<\/span><\/i><span style=\"font-weight: 400;\"> must cover all financial interests, including remuneration, consulting fees, etc., that have an annual monetary value of $5,000, stocks held in publicly-traded entities that are in the same field of expertise when the stocks have a value of $5,000 or more, any equity in a privately-held company, including startups based on UGA research and intellectual property.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The\u00a0<\/span><i><span style=\"font-weight: 400;\">Disclosure<\/span><\/i><span style=\"font-weight: 400;\">\u00a0must be completed by the time of proposal submission.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">PHS regulations and DOE Policy apply to competing continuation awards. <\/span><i><span style=\"font-weight: 400;\">Your out year awards will be held up if you have not filed a disclosure in the previous 12 months or if you have not completed the FCOI training.<\/span><\/i><span style=\"font-weight: 400;\">\u00a0Pending awards will be allowed to proceed for a subaward for any period prior to you having met the required disclosure and training requirements.<\/span><\/li>\n<\/ul>\n<p><b>UGA employee disclosures are made in the Sponsored Projects Administration <\/b><a href=\"https:\/\/ovpr-grants-prod.ovpr.uga.edu\/Grants\/sd\/Rooms\/DisplayPages\/LayoutInitial?Container=com.webridge.entity.Entity%5BOID%5B0A7646F3B149874E902185897C144551%5D%5D&amp;_webrlogoff=true\" target=\"_blank\" rel=\"noopener\"><b>Grants Portal.<\/b><\/a><\/p>\n<h2>FCOI Training<\/h2>\n<p><b>Conflict of Interest training\/education is required for all investigators on PHS and DOE grant and cooperative agreement proposals.<\/b><span style=\"font-weight: 400;\"> Training for UGA Investigators is provided via the <\/span><a href=\"https:\/\/pep.uga.edu\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Professional Education Portal<\/span><\/a><span style=\"font-weight: 400;\">. The appropriate training is titled &#8220;University of Georgia: Conflict of Interest&#8221; and can be located by using the search feature in PEP.<\/span><\/p>\n<p>This COI course discusses University Policies and federal requirements on financial conflicts of interest and an investigator\u2019s responsibilities relating to the disclosure of \u201cSignificant Financial Interests.\u201d It is designed to help learners satisfy training requirements associated with University Policies and federal requirements on financial conflicts of interest.<\/p>\n<p><b>Training must be completed prior to an expense being recorded in UGA\u2019s official records<\/b><span style=\"font-weight: 400;\"> (i.e., training is not required at proposal time but must have been completed by award time).
