{"id":15,"date":"2014-06-10T16:21:54","date_gmt":"2014-06-10T16:21:54","guid":{"rendered":"https:\/\/research.uga.edu\/biosafety\/?page_id=15"},"modified":"2026-05-06T14:27:21","modified_gmt":"2026-05-06T14:27:21","slug":"ibc","status":"publish","type":"page","link":"https:\/\/research.uga.edu\/biosafety\/ibc\/","title":{"rendered":"Institutional Biosafety Committee (IBC)"},"content":{"rendered":"<div class=\"wpb-content-wrapper\">[vc_row][vc_column][vc_column_text css=&#8221;&#8221;]\n<blockquote><p><strong>The Institutional Biosafety Committee (IBC)<\/strong> must review and approve all research and teaching projects involving hazardous biological materials, including:<\/p><\/blockquote>\n<ul>\n<li>Recombinant DNA (as defined by the <a href=\"https:\/\/research.uga.edu\/docs\/units\/biosafety\/NIH-Guidelines.pdf\">NIH Guidelines<\/a> and including transgenic animals and plants)<\/li>\n<li>Select Agents (defined by 42 CFR Part 73, 9 CFR Part 121 and 7 CFR Part 331)<\/li>\n<li>\n<p class=\"p1\"><span class=\"s1\">All RG-2 or greater human or zoonotic pathogens<\/span><\/p>\n<\/li>\n<li>\n<p data-pm-slice=\"1 1 []\">Animal pathogens that cause diseases reportable to the State Veterinarian &amp; Plant pathogens that are not indigenous to the state of Georgia<\/p>\n<\/li>\n<\/ul>\n<p>It must also review and approve any diagnostic testing that involves the propagation of RG3 pathogens or Select Agents and Toxins. In order to full-fill this federally mandated requirement, researchers must understand which classification of recombinant DNA use covers their work according to the NIH Guidelines for Research Involving Recombinant or Synthetic Nucleic Acid Molecules (<a href=\"https:\/\/research.uga.edu\/docs\/units\/biosafety\/NIH-Guidelines.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">NIH Guidelines)<\/a>.<\/p>\n<p>While conducting research subject to the NIH Guidelines, the PI must:<\/p>\n<ul>\n<li>Determine the need for IBC review before modifying recombinant or synthetic nucleic acid\u00a0research already approved by the IBC.<\/li>\n<li>Submit any subsequent changes (e.g., changes in the source of DNA or host-vector\u00a0system) to the IBC for review and approval or disapproval.<\/li>\n<li>Remain in communication with the IBC throughout the duration of the project.<\/li>\n<li>Report any significant problems pertaining to the operation and implementation of\u00a0containment practices and procedures, violations of the NIH Guidelines, or any significant\u00a0research-related accidents and illnesses to the IBC, NIH OBA, and, as applicable, the\u00a0Biological Safety Officer, Greenhouse or Animal Facility Director, and other appropriate\u00a0authorities.<\/li>\n<\/ul>\n<p>To assist researchers with the understanding of these guidelines and to establish effective reporting to the IBC, the Office of Biosafety has provided the following overview documents for training purposes.
